Public Libraries of Dubuque County 28E Library Agency
The Public Libraries of Dubuque County 28E Library Agency was formed in 2003 as a means to provide library services to the residents of Dubuque County who reside in cities without a library. The founding libraries understood how important access to a library is to a community. The formation of an equal partnership between public libraries within the county was a way to offer equitable access to all.
The Agency partnership is made up of four public libraries in Dubuque County: Dubuque Carnegie-Stout Public Library, Cascade Public Library, James Kennedy Public Library in Dyersville, and Dubuque County Library District (including its five branches).
To be eligible to join the Agency, a city must not already have its own library. Approval to join the Agency must come through an affirmative vote by the local city council. By joining the Agency, the city agrees to pay the Agency for library services based upon a per capita formula. Residents of Agency member cities are able to get library cards at each of the participating libraries.
Current Dubuque County Agency member cities include Balltown, Centralia, Durango, Luxemburg, and Rickardsville.
