Cards may be issued for citizens outside of the Dubuque County Library service area based on an agreement through the Public Library Agency of Dubuque County or participation in the State Library Open Access program. There is no charge for a library card. Service will not be denied or abridged because of religious, social, racial, economic or political status, disability or because of the age or sex of the patron. The library allows browsers and students from all areas to use materials while in the library.
Any eligible person 13 years of age and over may register for a library card by providing photo identification such as driver’s license or state identification card and proof of current address.
Any eligible child between the ages of 3 and 12 may register for a library card with a parent or guardian present.
Visitors to the community may purchase a guest card for $10 per month. This card is good for one month and is limited to three items per checkout.
A registered day care facility or senior living center may register for an institutional card if they provide service to eligible county residents.
First time borrowers are limited to five items for the first visit.
Library items may be reserved at the public service desk of any branch, over the phone or via the online catalog. You will then be notified when a request has become available for check out. Reserve items are held at the desk for one week.
A library card is much like a credit card. If a card is lost or stolen, patrons should notify the library as soon as possible in order for the card number to be registered as lost. A photo ID is required to replace a lost or stolen library card or to retrieve a lost and found card. Please report any changes to name, address or phone to the library, so we may update your record. Any person 13 and over must present a library card at the time of checkout. If a card is not presented, a photo ID may be used.
Children under age 13 must present a library card at the time of checkout. If a card is not presented a parent or guardian must be present.
The library cannot withhold materials from any patron, regardless of age. It is the responsibility of the parents to monitor their children’s use of library materials. If you are concerned that your children might bring home material which does not meet your family standards, please accompany them when they use the library.
The use of library materials may be denied for due cause such as: failure to return books, pay fines, destruction of library property, disturbance of other patrons, or any other objectionable conduct.
Borrowers will be charged for any materials that are lost or damaged beyond repair.
The library will refund payment on lost items subsequently returned with 60 days of payment.
Loan Periods, Fines and Fees
Books and audiobooks are loaned for 3 weeks with 2 possible renewals.
DVDs and Magazines are loaned for 1 week with 1 renewal for DVD and 2 renewals on magazines.
An item that has been requested by another patron may not be renewed.
Accounts will be blocked if items are not returned or renewed within the 7 day grace period.
Chromebooks, & Hot Spots will incur a $5 per day overdue fine.
Borrowers will be notified of overdue items via email, text message or mail.
There is a limit of 5 DVDs per card, 50 books for adults, 25 books for children. The limit for magazines and audiobooks is 10 per card.
There is a $1.00 fee for replacing a lost or stolen card.
Interlibrary loan requests for items outside the Dubuque County Library District will incur a $1.00 per day overdue fine.
Photocopies are $.10 per page, printing is $.10 for black and white and $.25 per page for color.
To send a fax is $1.00 per page and to receive a fax is $.50 per page.
